Preparatory Project for the Tisza River Basin Sustainable Development Programme (TRB-SDP)

UKRAINIAN PART

Provisional identification of the potential key interests in the TRB-SDP

The key issue for the Ukrainian part of the TRB might be formulated as:

Minimisation of socio-economic and environmental effects of extreme hydroclimatic conditions

To reach this goal changes should be done in different sectors of the region's economy.

1.       Optimisation of the water economy sector – improvement of its capability to withstand flash floods

2.       Introduction of sustainable practices in silvicultural sector, namely restoration of the water-regulating function of forests

3.       Sustainable reorganisation of agriculture – on the plain as well as in the mountain meadows

4.       Development and utilisation of the recreational potential

2. Presentation of the TRB-SDP concept and the Preparatory Project

January 23. Deputy Minister of the Environment Anatoliy Hrutsenko expressed interest in the TPRB-SDP during the meeting with the Ukrainian NC. He asked the Chief of the Depatment of Water Resources – Mrs. Natalya Movchan – to study the possibilities of the Ministry's participation in the Project and the Programme. It was agreed with Mrs. Movchan that the Ministry of the Environment will co-ordinate activities of governmental organisations in the course of the Preparatory Project.

January 28. In the wake of the meeting with the Ukrainian NC, Deputy Minister of the Environment A. Hrytsenko was addressed by the UNDP Regional Support Centre in Bratislava to appoint a governmental co-ordinator for the Preparatory Project.

February 11. The TRB-SDP concept was presented in Uzhgorod to the Deputy-Head of the Forestry Administration of Zakarpatska Oblast Mr. Volodymyr Kitchura. He mentioned that his organisation would like to participate actively in the introduction of sustainable forestry in the region. The main difficulty of the moment is severe lack of funds for the forest maintenance.

February 11. Head of the Industrial Administration for Water Management and Reclamation in Zakarpatska Oblast Mr. Volodymyr Tchipak and his deputy Mr. Orest Ivanytskyi would like their organisation to be engaged in the TRB-SDP. They provided information about the international projects, in which the Administration takes part.

February 11. The visit to the Carpathian Foundation representative in Uzhgorod, Mr. Ihor Ilko was useful to establish the most influential NGOs of the region. The prospects for the CF support of the national consultative workshops were also discussed during the meeting.

It was decided that the Environmental Club "Edelweiss" would organisationally support the activities of the Ukrainian NC, especially those related to the final national workshop. The Club is headed by Mr. Yaroslav Kutsenko, who simultaneously is the Chief of the Environmental Laboratory belonging to the National Academy of Sciences and the State Administration for the Environment and Natural Resources in Zakarpatska Oblast.

February28. Deputy Minister for the Environment Mr. Anatoliy Hrytsenko assured UNDP representative in Kyiv that the governmental co-ordinator from the Ministry of Environment – Mrs. Natalya Movchan – will be appointed.

3. Organisation of the initial national workshop

The workshop in Uzhgorod is to be postponed, because the governmental co-ordinator (who is in charge of inviting governmental representatives) is not appointed yet by the Ministry of the Environment. New provisional date for the workshop is February 28.

The workshop is to be held on March 14 in Uzhgorod, Hotel "Druzhba".

Invitations were sent to the regional governments (State Administration of Zakarpatska Oblast, Environmental Administration, Water Economy Administration, Forestry Administration), central governments (Ministry of Environment, Ministry of Emergencies), local councils (Khust and Tyachevo regions), NGOs, business representatives. UNDP and Carpathian Foundation representatives in Ukraine are also invited. The experts will make presentations to provoke exchange of opinions on the issues relevant to the sustainable development in the national part of the Tisza basin. The issues to be discussed are:

1. Legislative backgrounds; 2. Water economy problems; 3. Forestry development; 4. Agricultural development; 5. Sustainable recreation; 6. Nature conservation areas; 7. Physical planning; 8. Informational support.

Initial national workshop took place on March 14, 2002 in Hotel "Druzhba", Uzhgorod. The workshop was attended by 37 persons representing diverse governmental, non-governmental, academic and business organisations as well as UNDP Kyiv Office (Mrs. Oksana Demkiv) and Ukrainian Branch of the Carpathian Foundation (Mr. Ihor Ilko and Mrs. Olha Tartchynets).

Governmental organisations were represented by the Ministry of Emergencies, State Administration of Zakarpatska Oblast, State Administration for the Environment and Natural Resources in Zakarpatska Oblast, State Administration for Water Resources. Self-governmental organisations were represented by the Council of Zakarpatska Oblast. Non-governmental organisations were represented by several environmental clubs from Uzhgorod and Rakhiv. Academia was represented by Uzhgorod and Lviv Universities, Institute for Strategic Research (Uzhgorod branch). Business was represented by the Free Economic Zone "Zakarpattia" and Agricultural Union of Zakarpattia.

The discussion exposed some problems regarding enforcement of environmental legislation, new plans for reservoir construction on the Tysa tributaries, unreliable statistics of the forestry sector.

It was decided to create an Initiative Group for the Preparatory Project, which should include 9 persons representing the main stakeholders at the oblast level and experts (State Administration, Environmental Administration, Forestry Administration, Water Administration, Carpathian Biosphere Reserve, Environmental Club "Ruthenia", Environmental Club "Tysa", Uzhgorod University, Ukrainian Land and Resource Management Centre). The secretary of the Initiative Group is Mr. Yaroslav Kutsenko (Environmental Club "Edelweiss", which organised the workshop). The members of the Initiative Group will ensure exchange of information between the organisations they represent and are responsible for the development of the national statement to be presented at the final international conference.

The extended meeting of the Initiative Group (The Final national Workshop) is planned for April 11 in Uzhgorod.

The anonymous feedback of the participants witnesses high representation of the meeting participants, actuality of the issues discussed and adopted.

Mapping

1. Identification of the Sectors Relevant to TRB-SDP

The provisional identification of the key interests in the TRB-SDP implies on several sectors that can be relevant to the Programme:

·         Forestry

·         Water management

·         Nature conservation

·         Tourism

2. Development of the structure/contents of the national meta-database on the TRB-SDP

The provisional structure and interface version of the database has been developed using MS Access software. It is proposed to have two tables in the database – "Documents" and "Contacts". The table "Documents" contains information about the names of publications, legislation, manuscripts (project applications, reports), meeting minutes, etc. relevant to the TRB-SDP. This table can be related to the other dataset – "Contacts" – with the list of organisations and/or individuals as well as their contact data, which have reference to the documents. The DBMS needs to be validated by the other Project members prior to further development.

The database structure and the interface have been updated and further developed. At this stage the software can be used to create the meta-database of the Project.

3. Collection of the opinions of the experts about the most crucial data sources/events

Lawyers Dmytro Skrylnikov and Natalya Balushka from the Public Benefit Organisation "Ecopravo-Lviv" agreed to conduct the analysis on the legislative environment of the TRB-SDP in Ukraine. Regional planning issues were selected as the primary focus for the analysis. The lawyers also agreed to present their standpoint on the issue during the initial workshop in Uzhgorod.

Professor Stepan Stoyko, a prominent Ukrainian conservational biologist of the Carpathians will present his opinion about the state and prospects of the forested areas development.

Professor Ivan Kovalchuk, the author of the known texts on regional hydrology and geomorphology will speak about the water problems in Zakarpattia.

The discussion during the Initial National Workshop (March 14, Uzhgorod) exposed some problems regarding enforcement of environmental legislation, new plans for reservoir construction on the Tysa tributaries, unreliable statistics of the forestry sector. A more detailed survey of the problems will be given later.

Final identification of the national key needs/priorities/conflicts of interests in the TRB-SDP (during the final national workshop)

An application is submitted in Uzhgorod to the Carpathian Foundation representative Mr. Ihor Ilko for a mini-grant to support the final national workshop. The application is made on the behalf of the Environmental Club "Edelweiss", which agreed to support organisationally the activities of the NC. In case of the positive response of the CF, the final workshop would take place not earlier than mid-March.

The Final National Workshop (extended meeting of the Initiative Group) is planned for April 11 in Uzhgorod.
