PROGRESS REPORT ROMANIA
1.
Identification of the potential national key interests in the TRB - SDP
The final structure of the country report, and
how to process all the information gathered was agreed by all the
team members and they started their work.
At the meeting held on 7.02 at central level we were focusing especially on the existing
strategies and development plans and their implementation . Out of
the discussions we got very useful information based on which we can
select the key interest on sustainable development
in Romanian part. Some of these findings are:

priorities identified in the region and the projects
proposed to be develop, their cost estimation, location, needed time
for execution, co-operation among the involved parties - governmental,
local authorities and business -
-
current projects - beneficiaries, areas and their
implementation stages
-
joint implementation on PHARE CBC with Hungary,
a document agreed among Mo Environment, Ministry of Prognosis and
Development and Ministry of Agriculture
-
inventory of potential polluting sources in Somes
River catehment area
-
ISPA strategy and the projects approved or under
preparation - Needs assessment
report on the current legal structure and resources available to the
Environmental Protection Inspectorates
in România - a report identifying the current legal structure and
resources available to the environmental enforcement agencies and
inspectorates in Romania.
On 06.02
the project was presented during the press conference organised by
the Ministry of environment and a press release was launched. With
that occasion it was agreed that weekly meetings wild be held at the
Ministry of Environment in order to coordinate better with the experts
from different departments.
On 13th
of February I had a meeting at the National Research and Development
Institute for Environmental Protection with one of the experts regarding
the information to be included in the report and how updated they
will be. In Romania all the EPAs have to send their Annual reports
regarding the state of the environment by the end of the month. Both
we decided that the report should start with the present information
and after the first workshop when the inputs from the workshop will
be included also the updete information will be added.
Another meeting at the Central level was organised
today 14.02. when I had
meetings with: -Mrs. Adriana Baz the Head of the Deportment for
Nature Protection and Biodiversity
for gathering more information regarding these issues in the
Tisa River Basin. - Mrs Anne Marie Ciurea from the Waters department
which presented me the Concept regrding flood prevention.On May 25, 2001
the responsible Ministers of the five countries in the Tisza (Tisa)
valley signed a document – The Budapest Declaration – that defined
the necessary joint actions to reduce the floods of the Tisza River.
Section 6 of the Budapest Declaration declares: “The Parties shall elaborate the Tisza River Basin Flood Control Concept
by 30 November 2001 focusing on the following key tasks: a) evaluation of the present situation b) actions aimed at increasing the lead time available for preparations, c) determination of the design floods as the criterion of planning emergency
measures, d) determination of the potential flood control improvement measures.” Further section 7 states: “For the implementation of the projects identified in the concept, the
Parties shall formulate bi- and multilateral programs not later than
31 March 2002.” It will
be a bit late for our project but I think that it will be useful for
the further development programme to take into account the findings
of these concept. Anyhow it should be included in the database. 20.02.2002 Meeting
with Mr. Costica Sofronie, the general manager of National Company Romanian Waters. The project was presented and also the stage in
the development. The company has monthly reports and of course yearly
regarding the state of the quality of waters in the Tisa basin and
in every county from the region. Also they have information regarding
the major accidents occurred, sources of pollution and so on.
All these information are very useful for the proposed goal of
the project. The gentlemen promised to offer the information, even
if not all they have as it is considered public. Tomorrow it is scheduled another meeting with
the Director from the Oradea Company, who will also be invited to
attend the workshop.
01.03.2002 Meeting with Mr. Constantinescu the director of
the National Institute for Environmental Research and Engineering
for presenting the project and the ways in which REC can cooperate
with their institute. The institute is collecting the annual reports
regarding the state of the environment in every county prepared by
the local EPI. All these information is needed for the goal of the
project
14.03.2002 Meeting with Mrs. Anne Marie Ciurea from the department
of Waters in the Ministry of Waters and Environmental Protection inn
order to discuss the progress of the project and also to get more
information related to data sources.
21.03.2002 The
first national workshop was held in Cluj. There
were invited the representatives of the: local EPI. County Councils,
NGO’s from all 13 counties, the three Regional Development Agencies
covering the area of the Tisa river basin – ARD NV, ARD Centru, ARD
V – representatives of the donor – UNDP and Carpathian Foundation.
The list of the participants is attached to the report. In the first part of the meeting there were presented the project and the draft of the report. We should mention that the participants were asked to bring with them – in electronic format – their project lists and project idea in order to be discussed and then included in the draft report. In the second part of the meeting participants were split into 2 working groups: environment and socio-economic. One expert and one REC staff moderated each of the two working groups. There were discussed strategies and plans of development from the perspective of sustainable development. Priority areas and fields were identified. At the end of the meeting there were presented in the plenary the findings of the two working groups and a deadline for sending more proposals was decided for Tuesday 26.03.2002. Criteria for selection of the priorities were set. We have to mention that no one from the donor’s side was able to attend the meeting. For the second national workshop the UNDP contact person informed us that he would not attend the second national workshop either. 22-27.03.2002 Getting the input from the participants who attended the first seminar and incorporate it into the country report. Beside the projects proposed and the priorities identified, also some studies and literature was presented: 1. The Upper Tisa Valley – preparatory proposal for Ramsar site designation and an ecological background; Hungarian, Romanian, Slovakian and Ukrainian co-operation; Hamar, J&A Sarkany-Kiss, Szeged 1999 2. The Mures River Valley a study of geography, hydrobiology and ecology of the river and its environment; Hamar, J&A Sarkany-Kiss, Szeged – Targu Mures 1995 3. The Cris Rivers’ Valleys - a study of geography, hydrobiology and ecology of the river and its environment; Hamar, J&A Sarkany-Kiss, Szeged – Targu Mures 1997 4. Hydro technical works in the Tisa- Somes River Basin – Costica Sofronie, Cluj Napoca 2000 5. Environmental data from the counties Arad, Bihor and Bekes - Gyula 1999 6. organised in Baia Mare There were invited the representatives of the: local EPI. County Councils, NGO’s from all 13 counties, the three Regional Development Agencies covering the area of the Tisa river basin – ARD NV, ARD Centru, ARD V – representatives of the donor – UNDP and Carpathian Foundation. 32 participants attended the seminar. The Mayor of Baia Mare city opened the workshop. In the plenary were presented the proposals received from the participants at the previous workshop and in between. The difficulty we faced was to identify the priorities for the entire river basin from the over 200 proposals received. The experts will include in the report the findings regarding the priorities identified together with the participants. There were articles in the local media in the day before the meeting announcing the workshop and also the day after presenting the outputs of the meeting and the project in more details. In the attachment it is one of the articles.
2.
Networking
a.
The organisations/persons identified are presented in annex A. I don't
think it is useful to include them here, as we will have all their
contacts in the database. At the Regional meeting is very important
to agree upon the structure of the common database
b.
For those that have already the information introduced personal meetings
for presenting the project and establishing the way of co-operation
took place.
c.
The initial workshop was organised on 21.03.2002 I order to allow us to
get as much information as possible. At the foreseen meeting expert
report will be presented in its first draft in order to be commented.
We planned that it will take place in Cluj in order to be easier to
be reached by all participants from the Tisa Basin and to reduce the
travel and the costs
d.
The second national workshop was held in Baia Mare on 28.03.2002
e.
At the first national workshop the participants had the opportunity to
recommend other possible partners which can also contribute and improve
the first draft of the report. Also other documents strategies and
development plans were mentioned.
f.
The second national workshop will be organised
on 28th of March in order to present to the participants
the final draft of the country report and at this meeting will participate
also the NFPs
3.
Mapping
a.
the sectors identified as being relevant are: industry, agriculture, tourism,
forestry. Due to the short time available for the project we consider
more appropriate to group the information not by sectors but by counties.
At the county level the information - documents regarding policies,
strategies, priorities, plans - of different types was collected and
sometimes even processed and it will
be more useful to analyse the synthesis and not starting again
collecting first hand information .It is the case of Romania where
is the largest part of the Tisa river basin - 13 counties.

A, the network data base can be started as we agree upon a common
structure

Our expert developed the database and I hope that
by next week you will get the first inputs. It will be in Access and
hopefully it will be possible to be imported into whatever format.
Anyhow with this report it is attached the excel format of contact
persons - a part of it - in order to know if you, the computers guys
can use the information content.

the previous report and in the database.

In Romanian case we propose for the second national workshop the date of
28th of March due to the volume of the data needed to be
collected and processed and the area to be covered - 12 counties out
of 41 in Romania which means a quarter.
