2002 of the
National Consultant (NC) from Hungary ”Preparatory Project for the Tisza River Basin Sustainable Development Programme (TRB-SDP)” (December
2001-April 2002)
1.
Provisional identification
of the potential national key interests in the TRB-SDP a.) Analysis of the main public sources of
information on the national part of the TRB (the Internet, recent newspapers,
etc.)
During winter time (December
- March) the weather in different periods is likely to be somewhat milder
and rainy. The risky factor is that in watershed area of River Tisza
the water content of the accumulated snow amount. On the territory of Hungary
in the region of the Upper-Tisza the dikes were reinforced on a lenght
of almost fourty km, but the embankments on certain regions are not
built yet. That is the reason why the
population living along the River Tisza always focusing on the changing. Newspapers and electric journals
follow the stage of sense of people.
b.)
Provisional personal
consultations with the experts
Hungarian National Commitee
of CEMAT – COE (European Conference of Ministers Responsible for Regional
Planning of the Member States of the Council of Europe) gave information
about the Draft Agreement on the Sustainable Spatial Development of
the Tisza / Tisza River Basin Hungarian National Representatives

28, 2002) a.) Identification
of the most important organisations / contact persons relevant for the identification of potential national investments needs and priorities
(on the Tisza catchment) for the TRB – SDP (concerned
ministries, local governments, academic
institutions, regional organizations).
b.)
Presentation of the concept of the TRB-SDP, and the role of the current
project, via telecommunication and in personal meetings to the contact
persons
In the recent years,
the Tisa/Tisza river basin has come to the forefront of international
attention due to a sequence of major flood events and environmental
disasters. Tisa/Tisza together with its tributaries drains the largest
catchment area in the Carpathian Mountains before flowing through the
Eastern Pannonian Plain and joining the Danube. The river and its catchment
is shared by five countries: Hungary, Romania, Slovakia, Ukraine and
Yugoslavia. The countries and regions in the Tisa/Tisza river basin
share a common recent history of communist controlled systems and teh
transition towards democracy and market economy in the last decade.
This history has left the river basin with a mixed legacy of pollution
hot spots, declining heavy industry, lack of economic development, emerging
pattern of regular flooding and fertile ground for social and ethnic
tensions on one hand, and with well preserved traditional rural landscapes,
vast complexes of natural forests and viable populations of species
that are no longer present in Western Europe on the other hand. The Programme
should encompass the entire geographical area of the Tisa/Tisza river basin including
the natural resources and ecosystems, the entire economy and social
groups. The relevant institutions and organizations in the five countries
already have informations about the situation and ideas of future development.
In such situation the most appropriate method to develop a comprehensive
programme is to use the process approach, inviting all the relevant
stakeholders to provide their input, based on common understanding of
the situation, problems and options for the future.
Dr. Attila Kemény State
Secretary (Ministry of Environment) was informed. Regional Environmental Directorates are ready to participate in preparing of phisibility study of the projects.
Dr. Péter Szaló Deputy State Secretary (Ministry of Agriculture
and Regional Development) also welcomed the initiation and suggested
to make tight contact to county Developement Associations.
c.)
Organisation of the national workshop(s) of the representatives of potential
stakeholders (supported by REC on NGOs’ level).
Three national workshops are planned. The first one was organised 15-17. 02. 2002. parallel with Meeting of National Nature Conservation Board in Szarvas
NGO’s were informed by experts about the challenges of our programme. Second
one will be organised in Tiszadob in Upper-Tisza District 05. 03. 2002. Detailed
program were preoared bz contribution of REC-Hungary. The third occasion 11. 03. 2002. will touch the Lower-Tisza
district because itwill be organised in Szeged First

MAIN ESTABLISHMENT
I.
International relationship
1.1.
There is international
background of integrated and complex thinking on sustaianable development
1.2.
The Conference of Ministers
Responsible for Regional Planning of the Members States of the Council
of Europe (CEMAT-CoE) declared few principles. Most important of them
are: Sustainablity and Cooperation.
1.3.
The Council of Europe
would like to work on Tisa/Tisza River Basin Development Program
as the first agreement of European Large Space Development. The Regional
Planning of Tisa/Tisza River Basin will contain the general strategy
of all sectors.
1.4.
The participants should
find a common method for monitoring.
1.5.
The common financial
facilities have not declared. II. Government activitiesWater (Flood) Management
2.1.
Regulation of Tisa/Tisza
River was realized on the idea of Pál Vásárhelyi civil engineer. The
works were started in 1845. In 1998, 1999, and
2000 there were katastrophic floods. New Vásárhelyi Plan
is prepared. Instead of embarkment-lifting reservoirs will be established
and utilised. On Tisa/Tisza River Catchment Area there are 54 reservoirs
with 2.3 billion m3 capacity.
For flood management only 5 reservoirs with
0.654 billion m3 . On the Hungarian territory 14 reservoirs
are planned for regulation of flodd peaks. On the Hungarian Great
Plain 400 settlements are located with 300 thousands properties and
1.5 million habitants.
2.2.
The inundation territories
were not classified as environmentally sensible areas.
III. Local activitiesModel-area (Tisza Space, Tisza Association)
3.1.
Oxbow utilisation permit is given from government to local government
for fishing. Native fish species will be put.
3.2.
Wetland areas are developed by Phare grant.
3.3.
Thermal bathes need aid for modernization.
3.4.
The natural conservation is highly developed in some districts.
d.)
Identification of the NFP representative(s) The NFP representative
is Dr. Miklós Péter Varga who is member of the National Disaster Defence
Directorate. The Program Manager and the NFP representative
have continuons contact of programme development

Identification of the possible partners (governmental, academia representatives/experts)
for the final identification of the national investment needs and priorities

Development of the
structure/contents for the national meta.- database on the TRB-SDP –
in cooperation with the other NC-s, REC and

Collection of the opinions
of experts about the most crucial data
sources/events (e.g., on legislation documents, running plans), expressed
during personal meetings or in correspondence. The main pont of view
is based on the New
Vásárhelyi Plan (Flood Management) which is prepared a new paradigm.
Instead of concentraling on embarkments’ lifting to establishing reservoirs
on flood risky areas.
e.)
Collection of the meta-data
relevant for the development of the TRB-SDP using the established network
and the meta-database contents. Hungarian Version is hosted
by REC.
4.
Final identification
of the national key needs/prioroties/conflicts of interest in the TRB-SDP
(during the national workshop(s) before the closing international conference. During the first national
workshop NGO’s made protest some details of New Vásárhelyi Plan

Contribution to the
work of project management
a.)
Participation in and
assistance to the international project coordination workshops. Progress is continously done.
b.)
Providing the draft
Hungarian country chapter for the final conference report. After the third workshops on
the basic of the participants’ openion the declaration was sent to the
ministries.
c.)
Finalisation of the
Hungarian country chapter according to the decisions of the March Conference The active contribution from
REC Hungary this chapter will be finilized on the openion of the different
stakeholders
d.) Providing the final document (harmonise the final documents of the five riparian country) in Hungarian language. The REC Hungary is continously makes presentation on the REC webside in Hungarian language
e.)
Contributing to the
interim and final project reports to be sent
to UNDP. With contribution of Project
Manager and National Focal Point this chapter will be discussed and
supported by openion.
Contributions
to the project’s website a.) Goals, scope, planned progress of the SDP in the national part Different literature is selected
and sended for NC’s getting new information about the subject.
b.)
Submission of general
information on geographical location, natural resources, economy, culture,
and environmental/social problems in the area. The suggested model-area
(Tiszatér = Tisza space, Tisza Association) was caracterized and presented.
c.) Findings, documents, and
recommendations of the closing conference in Hungarian |
