| RESOLUTION of the Initial Ukrainian National Workshop in the framework of the Preparatory Project for the Tisza River Basin Sustainable Development Programme March 14, 2002 Uzhgorod
1.
To create the National Initiative Group (NIG) in the framework of the Preparatory
Project for the Tisza River Basin Sustainable Development Programme
(TRB-SDP). The NIG should be responsible for the formation of the list
of the most important issues that will define the directions for the
development and implementation of the future Programme within the Ukrainian
territory of the Basin. Taking into consideration peculiarities of the
TRB geographical location within Ukrainian territory and current Ukrainian
legislation, to form the NIG from the representatives of the Oblast
governmental and self-governmental bodies, research institutions, non-governmental
organisations with association of experts.
2.
To include into the NIG representatives of such bodies
(organisations):

Council of Zakarpatska Oblast
3.
State Administration for the Environment and Natural
Resources in Zakarpatska Oblast
4.
Industrial Administration for Melioration and Water
Economy of Zakarpatska Oblast
5.
Administration for Forestry of Zakarpatska Oblast
6.
Carpathian Biosphere Reserve
7.
Uzhgorod National University
8.
Carpathian Environmental Club "Ruthenia"
9.
EcoCenter "Tysa"
10.
Transcarpathian Environmental Club "Edelweiss"
11.
Ukrainian Land and Resource Management Centre
3.
The representatives ensure information exchange and
co-ordination of efforts between the NIG members as well as with the
international management of the Preparatory Project.
4.
While forming the list of the issues that will
define the directions for the development and implementation of the
future Programme within the Ukrainian territory of the Basin, to concentrate
on the most important problems, namely:

re-orientation of the Oblast economy towards environmentally-safe
activities
·
introduction of sustainable development principles
into national, regional and local strategies/programmes that embrace
Zakarpatska Oblast
·
liquidation of reasons and consequences of catastrophic
natural phenomena (flash-floods, mudflows, landslides) and technogenic
pollution of the environment
·
development of environmental culture, education and
consciousness among the population
·
preparation of the proposals on the improvement of
the environmental legislation and its enforcement with consideration
of the peculiarities of Zakarpatska Oblast
·
development of infrastructure (informational, organisational,
institutional) for the development and implementation of the future
Programme.
5.
To make an extended meeting of the NIG on April 11,
2002 in Uzhgorod and to discuss there and adopt the list of the most
important issues that will define the development and implementation
of the future Programme within Ukrainian territory of the Basin. |
