Progress Report
February 1 – April 12, 2002

 

 

1         Provisional identification of the potential national key interests in the TRB-SDP

1.1      Analysis of the main public sources of information on the national part of the TRB (the Internet, recent newspapers, etc.)

Main public sources of information relating TRB in Yugoslavia ae listed in Annex 1 .

1.2      Provisional personal consultations with the experts

During first week of project implementation (February 1 – February 7) the following experts were consulted regarding public sources of information:

  • Mihajlo Gavrić, Deputy Director of Hidrometeorological Institute of Republic of Serbia
  • Dr. Dmitar Lakušić, Asssitant Proffesor, University of Belgrade
  • Dr Jelena Balženčić, Proffesor, University of Belgrade

Several sources of public information, especially scientific papers, were identified.

 

During second week of project implementation (February 8 – February 14) Ms. Gordana Subakov Simić, Teaching Assistant, Faculty of Biology, University of Belgrade, were consulted regarding public sources of information.

 

Meetings with Tisa Project coordinator in the Institute for Nature protection of Serbia, Mr Predrag Jakišić, was organized on February 11, 2002. During that meetings concept for Jakšić’s prezentation at National Workshop was developed.

 

In personal consultation with Mr. Pavle Kilibarda and Mr. Mladen Vučinić necessity of close cooperation with Public Enterprize «Srbijavode» (Serbia Waters) was pointed.

 

Meeting on March 4 in UNDP Office in Belgrade with Mr. Milan Anđelić, Director of Center for System Analyses in Institute «Mihajlo Pupin» and Mr. Janusz Niwinski, System Manager in Verbundplan. The meeting was hosted by Mr. Radomir Burić, UNDP National Programme Officer. Verbundplan GmbH is going to implement feasibility study financed by Austrian Controlbank for teh project development in Danube watershed in Yugoslavia. Project lyes in hydroenergetic sector. During a meeting possible coordination with expected UNDP project in Tisa watershed is discussed.

 

Meeting on March 15 at the Faculty of Costruction, University of Belgrade, with Prof. Čedo Maksimović from Imperial College London and Ms Eva Csobod, REC. Prof. Maksimović coordinate Center for Urban Waters – an expert association. Possible cooperation during possible project implementation was discussed.

2         Networking

2.1      Identification of the most important organisations/contact persons relevant for the identification of potential national investments needs and priorities (on the Tisza catchment) for the TRB-SDP

The main governmental stakeholders are Listed in Annex 2 . During First National Workshop preparation the list of most important local stakeholders, including NGOs, will be identified.

 

Meeting on March 14 with Mr Zoltan Balint, President of the Board of network NGO “Tisa Klub” from Kanjiža. The role of NGO community was discussed. Mr. Balint highlited that within the framework of previous project supported by REC, Danube Environmental Forum (www.def.org) and Environmental Partnership, a Tisa Office, network NGO office was established within premises of Tisa Klub. That office could have significant importance in public awareness, information dissemination and NGO participation in TRB-SDP.

2.2      Presentation of the concept of the TRB-SDP, and the role of the current project, via telecommunication and in personal meetings to the contact

Several personal meetings with related persons were organized, as follows:

  • Lidija Amidžić, Deputy Director of Instititute for Nature Protection of Republic of Serbia, on February 5, 2002
  • Srđa Popović, Member of Parliament of Republic of Serbia, Special Adviser for Environment to the Prime Minster of Republic of Serbia, on February 6, 2002
  • Mihajlo Gavrić, Deputy director of Hidrometeoroloical Institute of Republic of Serbia, on February 6, 2002

During those meetings project concept, aims and working plan for Yugoslavia were presented. All met persons expressed commitment to participate and support the Project activities.

 

Dr Anđelka Mihajlov, Director of Directorate for Environmental Protection of Republic of Serbia was informed in details about the project content during personal meeting on February, 17.

 

Meeting on March 18, in the Ministry of Foreign Affairs of FR Yugoslavia with Mr. Goran Gvozdenović. Mr. Gvozdenović coordinate Sector for Economy within Directorate for EU of MoFA. He was informed in details on current project activities.

 

Meeting on April 10, with Mr. Miroslav Nikčević, Head of Deaperment for Environmental Protection within Federal Secretariat for labour, Helath and Social Care. Mr. Nikčević was briefed about project progress.

2.3      Organisation of the initial national workshop of the representatives of potential stakeholders

First National Workshop was held in Bečej municipality on February 20 (see Annex 5 ). The Agenda is given in Annex 6 . Workshop was organized by REC Country Office Yugoslavia and was participated by 36 representatives of different stakeholders (list of participants is given in Annex 7 ).

 

Second National Workshop was held in Kanjiža municipality on March 21 (see Annex 8 ). The Agenda is given in Annex 9 . Workshop was organized by REC Country Office Yugoslavia and was participated by 30 representatives of different stakeholders (list of participants is given in Annex 10 ).

2.4      Identification of the NFP representative(s)

As agreed during consultations with Directorate for Environmental Protection of Republic of Serbia and Public Enterprize “Srbijavode” (Serbia Waters), national focal point representative will come from Public Enterprize “Srbijavode”.

 

Meeting in Public Enterprize “Srbijavode” was held on March 14. Meeting was participated by Mr. Nikola bugarski, director of Waterworks Center “Dunav” Novi Sad, and Mr. Arpad Varga, Technical Director of Public Eterprize. The whole project was discussed in details, with special emphasis on the role of Public Enterprize “Srbijavode” in the sustainable development project.

2.5      Identification of the possible partners (governmental, business, NGO, academia representatives/experts) for the final identification of the national investments needs and priorities in the TRB-SDP

2.6      Identification of national participants for the closing international conference

According conclusions from the First and Second National Workshop, following directions for the project implementation agreed on international workshops, five national representatives for the forthcoming International Conferece were selected (the list is given in Annex 11 ). Among them, Mr. Arpad Varga was proposed as National Coordinator for the forthcoming UNDP program in Tisa watershed.

3         Mapping

3.1      Identification of the sectors relevant to the development of the TRB-SDP in the Yugoslavia

The sectors identified as being relevant are:

  • industry
  • agriculture
  • tourism
  • forestry

3.2      Identification of potential information holders (institutions, individuals) useful for the national part of the TRB-SDP – creation of the network database (institutions, individuals, contact data)

3.3      Development of the structure/contents for the national meta-database on the TRB-SDP

3.4      Collection of the opinions of experts about the most crucial data sources/events (e.g., on legislation documents, running plans), expressed during personal meetings or in correspondence

3.5      Collection of the meta-data relevant for the development of the TRB-SDB using the established network and the meta-database contents

A legal framework was analized. In Annex 3 a list of ratified international agreements and conventions related to environmental protection in Tisa watershed area in FR Yugoslavia are presented. Overview of international agreements and conventions related to environmental protection in Tisa watershed area in FR Yugoslavia in the process of preparation for ratification are also presented in Annex 3 .

 

A list of public information on river Tisa, especially scientific papers, were compiled and presented in Annex 4 .

 

Data base on 94 institutions relevant for TRB-SDP was developed (Annex 12 ). Total number of 74 project / programmes relevant for TRB-SDP was identified (Annex 13 ).

4         Final identification of the national key needs/priorities/conflicts of interests in the TRB-SDP

5         Contribution to the work of project management

5.1      Participation in and asssitance to the international project co-ordination workshops

 

5.2      Providing the draft Yugoslav country chapter for the final conference report

5.3      Finalization of the Yugoslav country chapter according to the decision of the International conference

5.4      Providing the final document in Serbian

5.5      Contributing to the interim and final project reports to be sent to UNDP

5.7      Goals, scope, planned progress of the SDP in the national part

During First National Workshop, which was held in Bečej municipality on February 20, the following nedds in Tisa watershed in Yugoslavia was identified:

 

  • Providing enough quantity of water of needed quality for water supply systems
  • Upgrading of water supply systems and sewerage systems
  • Revitalization of channel network (for irrigation and drainage) and wetlands
  • Updating existing cadastres of polluters of ground and surface waters
  • Monitoring of ground and surface waters
  • Supporting projects for waste water purification
  • Regional waste management (solid wastes) and introduction of recycling procedures
  • Harmonization of domestic regulations on criteria for classification of polluters and permitted levels of pollution with international ones
  • Environmental education of local people
  • Capacity building of local stakeholders
  • Control of extensive agriculture
  • Clean energy production

 

During Second National Workshop, which was held in kanjiža municipality on March 21, the nedds in Tisa watershed in Yugoslavia recognized during First Workshop were confirmed. Several needs were raised in addition during pleanry discussion, as follows:

 

  • Organic food production
  • Wetlands revitalization
  • Afforestration
  • Flood protection
  • Building up of channel Baja / Subotica / Szeged
  • Hydro technical works in order to improve navigation and river traffic
  • Improvement of cross border cooperation

5.8      Submission of general information on geographical location, natural resources, economy, culture, and environmental/social problems in the area

5.9      Findings, documents, and recommendations of the closing conference in Serbian
