EVD has contracted the consortium Ameco-Tauw-REC
to provide assistance to the Hungarian and Slovakian Government for
the implementation of the Water Framework Directive in a transboundary
context. Besides the private contractors also RIZA (the Dutch national
research institute for inland waters and waste water treatment) and
two water boards De Dommel and Regge en Dinkel are part of the consortium.
The project is being supported in the framework of
the PSO Pre-Accession programme (PPA). This programme aims to assist
the former candidate member states in Central and Eastern Europe in
meeting the criteria for EU membership through projects dealing with
the implementation of European legislation.
The Terms of Reference of this project have been
under discussion in the last few months. In September 2004 all parties
involved reached agreement on the project goals, approach and results.
The project will deliver the following results:
- a partial transboundary River Basin Management
Plan (RBMP) for the Hornad-Hernád Basin according to the
transboundary principles of the Water Framework Directive (art.
13 and annex VII) and increased knowledge of competent national
and regional Hungarian and Slovak authorities through dissemination
of lessons learned from the transboundary process.’
- a common Hungarian-Slovak system for the monitoring
and evaluation of policy compliance.
The underlying document reports on the findings during
the Inception phase and the conclusions of the consortium with regard
to the final project setup. Based on this, a final project setup is
presented together with schedules, resources and a revised project
budget.
